I also think they don't want to offense anyone. Yet in civ 6, it seems they wanted to avoid modern leaders (when possible) and go for a more cartoonish mood. Though there was Stalin and Mao in Civ 4.
Hearts of Iron is more war based than Civ and Civ tries to be more "mainstream" than Hearts. Not the same devs, not the same editor, no the same audience.
